Here are the VHA directives that cover completion of DBQs and medical statements. Directive 2013-002
strongly encourages
the VA primary care Dr’s to assist vets w/ DBQs or refer them to specialty clinics for completion, also note they
recommend MH providers not complete
DBQs. Also note paragraphs 4.(b) and 4.(d) in directive 2008-071 with regards to medical statements and opinions. I would refer all vets w/ concerns to the facility customer service agent and or Directors Office.
